Dawn of War II: Where Does tuning.lua Go?

Perhaps a silly question, but I have a Steam installation and there are no files present in the Data folder, except for the subfolder \Movies. So I add the tuning.lua there in order to override the default game settings?

That file needs to go in "Dawn of War II\GameAssets\Data\campaign". So if "campaign" doesn't exist under "Data", you need to create it. Then put "tuning.lua" in it.
