Error Upgrading Ubuntu 16.04 LTS to 18.04 LTS

I am having trouble upgrading Ubuntu 16.04 LTS in a virtual machine to Ubuntu 18.04 LTS. I'm using the automated upgrade process inside Ubuntu 16.04 LTS. After it starts, when it get to "Setting new software channels", it errors out as shown in the screen shot below.

It claims that "A problem occurred durig the update. This is usually some sort of network problem, please check your network connection and retry." I'm on the network and has no network problems. I retried several times with the same result.

Anyone know what's causing this problem?
