Skype Stuck at "Signing In"

Try to log into Skype today on Windows 10 after being away from it for months. After launching Skype, it spun its waiting circle at "Signing In".

After fussing with it for a while, I tried "Run as administrator". That worked. Not sure why Skype required to be launched as administrator.
