Modify First, Create Later?

What's wrong with the screen shot below?

If you haven't guessed, the creation time happened after the modified time. How can that be? I don't know. But I'm guess that the file was created on March 4th, 2006. Somehow, Windows decided it's created on November 10th, 2007. Maybe it did that when I change ownership of the file. But I have no idea why it would ever update the creation time.
