How to release tension on Torque Master when bolts came off?

I'm hoping someone still looks at this thread. I'm having trouble with a TorqueMaster. I was folling instrustions from some of the ddmgaragedoor links and cant release tension as the gear boxes don't rotate down to 0. The tension release bolts on both sides just cane completely off. How do I know release the tension the cables?
